Introduction
In the first meeting, SIEA presented the outputs of Deliverables 2.1 and 2.2 of LEAPto11, focused on the current implementation of legislation for energy audits and energy management systems in the project partner countries. A representative of the Ministry of Economy of the Slovak Republic also presented the draft proposal for the transposition of Article 11 of the revised Energy Efficiency Directive into the national legislation of Slovakia.
In the discussion, the participants of the meeting appreciated the possibility of exchanging information and experience between the partner countries of the project and the possibility of participating in upcoming developments. They also recognised the importance of consolidating a platform for consultations and exchange of know-how between representatives of state administration, experts and various sectors.
Attendance
A total of 11 participants took part in the launch of the National Observatory, uniting the voices of policymakers, professional and business associations, and financial and regulatory bodies.

Key Outcomes
- Interest in exchanging experiences in the field of Energy Management Systems (EnMS) certification with partners from other countries.
- Proposal for a comparative analysis between reporting according to CSRD, ESRS, EU taxonomy and EnMS, since it is largely about reporting the same data.
- The need for a high-quality database of measures, a register of obliged enterprises and addressing the risk of data leakage.
- Warning of barriers in the practical application of legislative requirements in the heating industry and the issue of back-supply from PV systems in Slovakia.
