The Greek National Observatory (NO) serves as a key platform aligning LEAPto11 objectives with national policies and stakeholder needs. Its main goal is to support the effective implementation of Article 11 of the Energy Efficiency Directive (EED), focusing on both obligated and non-obligated enterprises. For obligated enterprises, discussions address data collection, KPIs and benchmarking, auditor certification and accreditation, and verification procedures. For non-obligated enterprises, the focus is on voluntary programmes.
A set of core themes will also be at the heart of the NO: quality, support and promotion. It will cover the quality of energy audits and the energy management ecosystem, as well as support schemes for skills development for policymakers, professionals, and financial institutions. The NO will also assist in developing effective policies and support business associations in defining tailored approaches. It will also raise awareness of the benefits of energy audits, energy management systems, and energy efficiency measures.
To gather high-level policy insights, around 60 key Greek stakeholders were invited to join the National Observatory. Nearly one-third responded positively: 10 expressed interest in active participation, 5 in contributing through interviews or surveys, and 5 in staying informed about its activities.
