Introduction
The first Netherlands National Observatory meeting took place to address the national implementation of Article 11 of the revised EU Energy Efficiency Directive (EED). The focus was on the obligation for enterprises with an energy consumption above 85 TJ to implement an energy management system, a significant challenge given that ISO 50001 is not yet widely adopted in the Netherlands.

Key outcomes
- The discussion was highly appreciated by participants and led to new insights regarding the implementation of Article 11 in the Netherlands. The next follow-up meeting will be held in six months.
- Netherlands has one accredited certification body for ISO 50.001 and 16 accredited certification bodies for ISO 14.001.
- It is advisable to make accreditation obligatory for ISO 50.001 certification bodies.
- Netherlands has about 3.100 enterprises with ISO 14.001 registered at SCCM. Those enterprises can be expanded with ISO 50.001 with less effort compared to enterprises without any certificate.
- Upgrading from ISO 14.001 to “ISO 14.001 with CO₂ Reduction Management will take even less effort for enterprises above 85TJ. The “ISO 14.001 with CO₂ Reduction Management” certificate will need a small upgrade though to match the EED Annex VI recast. SCCM has the right of publication for this certificate and will see to it the necessary adaptations get done.
- It is advised to have the action plan made obligatory for enterprises above 85TJ, in addition to the obligatory energy management system. This could be a list of potential energy savings measures with the intended implementation date added.
- Action plans and certificates will be made available to the regional authorities responsible for enforcement of Dutch environmental and energy obligations.
