LEAPto11 successfully participated in the Energy Evaluation Europe Conference 2025, an event where policymakers, programme implementers, evaluators, and researchers gather to share the latest developments in the evaluation practices of energy and low-carbon policies and programmes. Partners from the German, Italian, and Portuguese energy agencies delivered presentations and showcased a poster based on the results gathered so far within the framework of the project.
The Italian National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA) led two presentations in a session devoted to companies titled ‘Navigating the EED Maze: Unravelling Article 8/11 Transpositions in Member States’. Chiara Martini, a member of the Department of Energy Efficiency, led one of them. She presented an assessment of the implementation of energy efficiency measures from Article 8 of the Energy Efficiency Directive (EED), as well as the path to compliance with the new Article 11 of the revised EED. The study focused on ten European Member States and evaluated the effectiveness of national data collection systems, evaluation methods, and policy tools in supporting the adoption of energy efficiency measures by companies.
The second presentation was delivered by Claudia Toro, also a member of the Department of Energy Efficiency at ENEA. She presented a study focused on the management and enforcement of the Energy Audits (EAs) obligation and the Energy Efficiency Measures (EEMs) information in Portugal and Italy. Some of the conclusions were that both countries show structured data collection from EAs and EEMs and that collecting detailed energy and EEM data is essential for policy evaluation. She also highlighted that data needs to be used to refine regulations, optimise incentives, and align with Article 11 of the EED goals.
In addition, Ada Elsa Claus, a member of the German Energy Agency (dena), participated in another session focused on the best energy efficiency policies targeting companies. She showcased a study about practices to collect and assess data on Energy Audits and Energy Management Systems to inform the implementation of the European Energy Efficiency Directive.
Finally, Ana Cardoso from the Portuguese Energy Agency (ADENE) presented a poster during a communication session held on 25 October. The poster, titled ‘Resource Efficiency Audits: Key Performance Indicators as Tools to Evaluate Potential Savings’, highlighted the essential role of integrated resource audits in connecting energy, water, and material efficiency strategies.
The Energy Evaluation Europe Conference 2025 took place on 25–26 September in Berlin, Germany. Moreover, selected works from the event were published in a special issue of the Energy Efficiency Journal, including the three papers that supported the presentations of our LEAPto11 partners: Chiara Martini, Claudia Toro, and Ada Elsa Claus.
