About

The LEAPto11 project aims to support European Member States during the transposition and rollout phase of the new Article 11 of the Energy Efficiency Directive (EED) recast through a joint action of cooperation among their respective National Energy Agencies.

The project's main goal is to contribute to a comprehensive improvement of the quality framework for Energy Audits and Energy Management Systems (EnMS) by evaluating, updating, upgrading, and optimising current national programmes. Additionally, the project will investigate other parts of the EED recast related to energy savings in the business sector, fostering synergies between energy audits, EnMS, Energy Efficiency Obligation Schemes, alternative measures, and information programmes.

Challenges

The implementation of Article 11 of the EED recast presents several challenges, including:

  • Lack of data-driven insights – Current national programmes often struggle with data management and Key Performance Indicator (KPI) production, limiting their effectiveness for both public and private stakeholders.
  • Knowledge gaps and limited policy coordination – Ministries, business actors (associations, networks), auditors, and National Agencies require tailored support and guidance to navigate the transposition of Article 11.
  • Limited uptake of Standards and Protocols – The low adoption rate of established standards and protocols reduces the implementation of energy efficiency measures recommended in audits and EnMS.

Objectives

To overcome these barriers, LEAPto11 will pursue the following specific objectives:

  • Enhancing National Programmes – Improving their effectiveness through better data management and KPI production, benefiting both public and private sectors.
  • Providing Policy Support – Delivering data-driven, knowledge-based high-level policy advice to assist key stakeholders during the transposition of Article 11, ensuring smooth implementation when national legislation comes into force.
  • Promoting Standards and Protocols – Encouraging the uptake and integration of standards to facilitate the implementation of energy efficiency measures from audits and EnMS.

Consortium

The LEAPto11 consortium includes ten European National Energy Agencies and a communication partner to conduct research analysis and stakeholder involvement in ten countries.
