1st Meeting: Launch of the NO   

Energy audits and energy management systems in line with Article 11 of the revised EED

Introduction  

The first meeting of the Portuguese National Observatory was held at the ADENE headquarters. The National Observatory aims to bring together key national stakeholders to foster dialogue, knowledge exchange, and cooperation on the transposition and implementation of Article 11 of the Energy Efficiency Directive (EED). 

This inaugural session provided an overview of the LEAPto11 project and the role of the National Observatory, introduced the new regulatory framework, and created space for open discussion among stakeholders. The meeting also served to collect feedback and identify the next steps for strengthening collaboration within the national ecosystem of energy audits and energy management systems. 

Attendance  

A total of 11 participants took part in the Portuguese National Observatory 1^st Meeting. This marked an important step towards closer collaboration between public entities, companies, and experts, paving the way for the effective implementation of the new Directive in Portugal.

Agenda 

1. Welcome and introduction (Joana Fernandes, Coordinator of the Technical Projects Unit at ADENE) 

2. Leapto11 project and the national observatory📄(Ana Cardoso, Project Manager at ADENE) 

• Presentation of the project, objectives and importance of the National Observatory  

3. Intensive energy consumption management system (SGCIE) and the energy efficiency directive recast 📄(Paulo Calau, Coordinator of the Industry Unit at ADENE) 

• Retrospective analysis of the SGCIE, its analytical tools, and outcomes. The current SGCIE and the changes planned under the new regulatory framework. 

4. Discussion 

• Open discussion and exchange of ideas on the topics presented, with emphasis on the challenges and opportunities arising from the new thresholds. 

5. Closing session (Ana Cardoso, Project Manager at ADENE) 

• Collection of participants’ feedback and closing remarks and next steps. 

Key Outcomes   

The discussion addressed several critical topics, including: 

• Compliance with the new legal obligations for companies covered by the EED. 

• Voluntary implementation of the Directive’s provisions. 

• Experience and results of the SGCIE. 

• New thresholds and regulatory framework. 

• Challenges for SMEs that are now included under the new scope. 

• The importance of training, qualification, and streamlining the certification and accreditation process for auditors.
